Large library with multiple TV and Movie folders separated into categories and pinned to the home menu. Had separate on deck list for each watching show in particular categories.
As of yesterday, the on deck items are now grouped together.

From reading other discussions were Plex employees have responded, it seems intended. If wanting different categories, it’s intended Collections be the method. Now this is a bit work but does open a very fluent UI that can cross referenced sub categories,
Example: Westerns, Clint Eastwood, Spaghetti Westerns, dubbed or Subtitles, etc. What I really like about using Actors as a Collection you can add a Bio in the summary and a photo for the Poster. Collections and Posters have come a long way with many sources available with a search, absolutely free or if your creative make your own. So as you can see Collections can be tailored to suit any size Library.
The order of appearance/ranking can also be controlled with Sort Title, with numbers and alphabet combinations. example: 1a, 2a, 3a..3b and so on…
Library Advanced settings, Visibility allows for home screen and search, with Collections settings appearance of the Library can also be enhanced to reflect your preference.
To be truthful I was just like yourself, heaps of Libraries stacked down the left side, including a All Films Library so search would work when needed. I have now spent the time to create a very appealing setup that removed a lot of need to use search, which is a PITA on lots of devices. Your Home screen will work, your left menu will be easier to use, especially when you share with friends. I wished I had listened to my friend Juice so many months ago. I urge you and others to accept the intended UI as much as I’m delighted in using it.
Plex ( @DaveBinM ) promises that future changes will make these changes make more sense. The changes are supposed to make managing our media easier.
This is supposed to be implemented early in 2021.
I fully understand the future is now, lol but the new setup is not for everyone. There should be an option added in the home screen setup. This defeats the purpose of separated content folders especially when the media is shared amongst the same household; which was the intended purpose of the original setup. Each person had their own on deck items. Now we have to figure out whose is whose. No bueno.

The home screen on deck TV list is now a mash of everyones watch items. Can’t tell whose is whose.

One of the complaints people have is that there are too many On Deck rows. You seem to be saying the opposite. 
To me, it seems @Aug045 has created libraries specifically for family members, and everyone uses the same account.
I’m not sure how I did it, but when the customization for the home page first came out, I ended up with multiple on decks - that is, one for each library. It took a bit of work to get it back to just one combined one.
If this is the case, maybe an account for each family member should be created, and only the libraries created for each family member be shared with that account.
Yes we all use my account on different devices
but I didn’t separate libraries per person. Was manual setup not automatic.
Not sure how the separate on decks happened, but it was perfect for quite awhile, until recently.
You all use the same account and the same Library but had different On Deck rows depending on which device you were using?
As I said earlier, at one time I had multiple On Deck rows (one for each library) when I manually edited the hubs for the home screen. I don’t know how I did it, I didn’t want that to happen, and I’m not going to try and do it again just in case I can’t get it back to a single row from all libraries.
Just guessing, but maybe adding the “On Deck” hub from the “Recommended” tab from each library individually will end up with that result.
Try setting the home page organization from “manual” to “automatic”.
Auto doesn’t give the desired result.
