Here’s the original announcement.
We have started rolling out a change which will affect the default poster artwork we use for movie titles across our entire service, including the “Plex Movie” agent used for personal media inside Plex Media Server.
We’ve selected a new primary metadata source for images which should improve the quality of the posters we use, especially for lesser known titles in our metadata catalog. This new source will also make it easier for us to manage our metadata database moving forward.

I don’t think the new source is based on a public database. There’s no official communication as for why they changed the primary poster source. I suppose SwiftPanda16‘s guess is probably hitting close to home.
Plex hasn’t said this publicly, but it is my speculation that the change is due to legal reasons.
Over that past year, Plex has been receiving a lot of DMCA takedown requests for posters (you can search the Forums for these) causing posters to go completely missing/blank. My guess is Plex made the decision to properly license posters from Gracenote instead of using TMDB so they can solve this legal issue.
