You are only taking the average bitrate into account. But real-world video files never have constant bitrates. There are ups and downs in bitrate, depending on the complexity of the current scene.
(Also depends on how the file was encoded.)
Plex can tell you the worst-case bandwidth requirements for your particular file - read more here:
(However, this only works on a local Plex server. The Plex Cloud server doesn’t perform the in-depth file analysis.)
