How to create and stream a Plex Channel?

Hello,

I was wondering what I would need to create a Plex Channel and make it available among the channels on Live TV channels. What infrastructure and software would be required to stream recorded media as well as live streaming (the channel would have documentaries, news, interviews etc. both live and recorded videos)? Also, whom should I contact at Plex to make it available?
Do the channels receive payment for the adds inserted? How is the payment calculated?

Can anybody give me an overview of what would be required or point me where to learn it?
