Server Version#: idk where it is. Below is Settings >Plex Web >Player >Version
Player Version#: Version 4.12.3
Since my server is in the cloud anyone can go ip.32400 to Access and do what ever. There’s no password login first either.
So is there a solution for restricting this?

If you block 32400, the server will be unreachable.
Please notice port 32400 is the only port required to be allowed through the firewall.
Access to the page is Account login protected (unless you, as admin, disables all the default security).
How do I check if security is disabled or not ? I don’t have to log in when I go to that address.

You don’t have to log in because Plex/Web maintains a cookie on your computer.
To test,
- Upper right corner of the Plex/Web browser is your avatar
- Click it
- Sign out
- Now attempt to access the server again
