How to force plex to Redo the uPnP rule

Hi
You guys are my last resort, I tried uninstalling plex server, deleting files from LocalAppData and deleting registry keys but nothing seems to work i cant redo an installation from scratch so that Plex does the uPnP rule on my Network like the first time I installed it

If you could help me that would be greatly appreciated as without the rule im stuck on the relay so people streaming my server are capped at 360p
