How to force plex to use igpu instead of dgpu

I have a 13700k and a 4090 running windows 11

I use my PC for gaming and plex server.
I have tried the windows graphic setting route and setting plex Media server and plex transcoding to my igpu but plex is still using the dgpu instead of igpu.

Any thoughts?

Stupid question: is the iGPU activated in BIOS and did you install the graphics driver software for it?

Yeah, the igpu is active in my bios and I have the Intel graphics control and arc software updated.
Before everyone ask, I have all drivers up to date for Nvidia and Intel.
