How to get Plexpass on Server without mandatory Internet

I have a plex server on our boat and it has worked fine streaming to an Apple TV that is on the local boat LAN. I had Plex Pass enabled so I could get offline caching of music files to my Plex app on my iphone.

I found that when I anchor out some place remote with no Internet access that the Plex server has issues streaming to my Apple TV client due to wanting to authenticate the Apple TV over the Internet. Is their a way to have both Plexpass enabled and still stream to local clients on the LAN without Internet?
