I am using Ubuntu 16.04, not that I imagine that is terribly relevant for this question. I have deleted a movie from my PC but it still appears in Plex’s library even after a “Update Library”. I have tried numerous views to try and find a “Delete” option including using the keyboard “DEL” button, all to no avail.
Would someone please point me in the right direction.

As described on the above page you can set trash to be removed automatically, but you should be aware that if you use network shares that occasionally go missing for one reason or another removing the trash while they’ve gone MIA will require a rediscovery of this media when it shows up again. Not generally considered a good thing.
If your media is stored on drives that are available all the time - this isn’t an issue. I have trash auto-whacked - unless I need to move something or do some other task wherein auto-whacking would cause a problem… then I turn it off temporarily.

In server settings I have:

The owner of the server will be allowed to delete media files from disk._
But I can’t fine a button that says “Empty Trash”.
Do you know where that is?

You may also want to consider ‘Automatically’ Deleting Trash:
But you should determine if your storage occasionally goes missing. As I said earlier that would be bad to have the trash emptied automatically while your media was out for a jog.

You’re welcome, but be careful what you wish for - you might get it.
Typically when we get Plex involved too deeply with our media - bad things happen.
The deletion sequence, IMO, has just enough safety settings so as not to be a PITA. Having that process be a bit on the cryptic side isn’t the worst thing that can happen - and now that you know all about it you shouldn’t have any further issues beating it into submission.
