How to Set Freebase to default

I changed the priority on the Agent to use Freebase, but it still defaults to TVDB.

 

TVDB won't find anything, but if I select Freebase, it finds the movie with no problems.  I have to manually "Fix Incorrect Match" on everything.

 

Is there a setting I am not familiar with?

 

Win8.1x64

to change them main agent for a library you have to edit the library and under Advanced there is a drop down to change it.
