I currently have Spirited Away and Howl’s Moving Castle on my Plex server. It is showing the Japanese voice actors instead of the English voice actors. I can’t see a way to change this. Is there a way to change this?

No. Plex is kinda odd about dubs. I will often see someone that has credit for a movie, but doesn’t show up in the cast/crew section of the movie in Plex. They are on IMDB, but Plex won’t say how.
To be fair, it can be hard to tell what to display. If a movie has a dub in a dozen languages, is Plex supposed to display all voices for all roles? I think the issue is the original metadata from IMDB and the like. There, they didn’t really create a “XXXX dub” cast section to allow anyone to separate out all the voice actors. So with the Ghibli anime, you are lucky to ever get the english cast to show up, and if you do it’s usually far behind the original voice cast.
Heck, some Ghibli anime has been dubbed by two or even 3 different english teams.
