HTPC shows 720 content in a small window

I am running the latest version of Plex HTPC in Windows 11. (I5-9600K)

My video card is a GTX 1650 with NVIDIA drivers installed, and the desktop resolution is 4K (but zoom is on at 300% so I can see the icons on the desktop- I did try setting zoom to 100% and it made no difference though) TV is a Samsung 4K neoQled

Resolution switching & Refresh rate switching are enabled in HTPC settings.

Plex HTPC is set to go full screen on top of windows

My problem:

A 4K 24fps film plays full screen, and the TV reports 4K/24

1080p plays full screen, TV reports 1080 and correct frame-rate

**720p plays in a window with huge black borders all round. TV reports 1080 with correct frame-rate**

480 plays full screen, **but TV reports 4K with correct frame-rate.**

What setting have I got wrong?

I’ve tried messing with zoom & stretch in the settings and they just distort the picture. I didn’t try forcing 16:9 as I have a lot of 4:3 content.
