Hopefully someone can advise here, I’m having trouble getting hw acceleration working on a quick sync capable celeron J1900 Gigabyte Brix NUC running server 2016 datacentre. I can only get hardware decoding to show up in the status window, where it says h264 (hw) to h264. CPU usage is 90-100% when transcoding so encoding is definitely not working. Latest intel display drivers are installed. The server is running headless but I have a dummy hdmi dongle connected and windows sees a 1080p display. Tried both the latest official and beta versions of plex server and still getting the same results. I really don’t know what else to do as hw decoding seems to be definitely working.
Please provide the logs from PMS after you try to transcode something.

Did you every figure out why it wasn’t working? I have the same brix setup and was curious.
I didn’t unfortunately, I ended up returning the Brix and getting the new intel NUC with the pentium silver.
