HW transcoding stopped working

recently HW transcoding stopped working on my server setup in a docker on unraid, I noticed it as I was watching a movie on a kindle tablet and doing some other work on my home server. the sever cpu was running at 80 to 90 percent so i checked the plex dashboard and sure enough plex was using the cpu to transcode this movie. After some reading if found this in the log, see below, I am unsure of how to get this to work again I have tried going back a version and that just gave me a database error.

I did not find what cause the issue to arise but I renamed the app data folder and removed the docker container, Next i started a fresh install and all is right in my world again. Not sure but something in app datta cause the connection to no complete.
