I have QNAP TVR-x73e with AMD RX-421BD inside, got plex pass and found out now that H265 HW transcoding is not supported at all on linux for AMD.
Is it in PMS roadmap adding it?

Plex does not publish roadmaps.
As was with the Intel QSV hardware transcoding and with the new ARMv8 support, there will be an announcement when there is something tangible to preview / test / help in the development of.

Just because HW transcoding support does not exist today doesn’t mean anything.

Any news? Canceled my subscription, money well wasted 
It’s never going to work unless QNAP builds radonsi driver into their system. Since they haven’t done it yet, I wouldn’t bet on it. Keep the NAS for everything else and build a small Plex server from an Intel NUC8i5BEH.

For those wondering why this thread is reopened, the AMD RX-421BD does not use Video Core Next (VCN) but, in fact, it uses an earlier version of AMD’s video codec, Video Coding Engine (VCE), as described at the link:
