Based on everything I could find about that model, it doesn’t support Plex HW-accelerated transcoded

Can I force the hardware decoding function to be enabled through configuration? Try customizing the reference.xml。

You can’t.
Plex is using Intel QSV and your NAS seems to use an AMD CPU – even if that has an iGPU, it appears Plex isn’t supporting that.
