When it asks for device or IP address do I use my streaming device’s IP address? I use an Amazon Fire TV.

You need a tuner device to plug your antenna into, as stated in the link above, and configure it in your Plex Media Server.

Fire TV is not supported as a client yet, only IOS and Android TV as of right now.
