It shouldn’t show any libraries, let alone advise you to upgrade them.
If the database is gone, there would be no libraries to upgrade.
Did you move the plex data folder away from the default location, perhaps to make room on drive C:?
I have created two new libraries after deleting the folders that were recommended to me. Plex was completely empty of libraries. I have more than 40 gigabytes of space available
Then you did not use the default metadata agents, but picked once again one of the legacy agents.
This is the default agent for “Movies”-type libraries.
