To be honest, I don’t understand why the server doesn’t keep all the ratings and then the client can choose which one they want to see (or even multiple ones depending on platform). Ultimately, multiple users is a huge reason that Plex even exists, so why should the ratings be controlled by the server when users may want different things?
To me it just makes sense. Keep the existing XML tags with a default ratings system controlled by the server for older clients, but have all the data in new tags for client software updated to support it.

If that’s the line of thinking, may as well allow any accessible ratings systems. Rotten tomatoes, anyone?
