There should be some more log files generated

The error is generic and one needs to see the other logs to establish why the install was failed.
A typical common reason for failures, is users that have products such as ccCleaner which delete setup msi packages for installed programs - these are needed for Plex Media Server updates

If it is this issue, I would expect an error in the log after a related product found (current version) and then error to say missing Program Data package cache

Without all the msi logs I cannot tell if it is this issue

If you have lost package cache for the existing installed version then you could try to use the Microsoft Fix It / Troubleshooter to tidy up and help uninstall the current version
