No "sudo" for windows. :-D
In the correct directory, try "python PlexConnect.py".
Or just right click on PlexConnect.py and "open with" Python.

I have the Apple TV 3 firmware 5.1 my pc has Windows 7
In the DNs manual of the atv i change And put the ip oh my computer
Please copy and paste the questions on the link i gave you and fill all of the details in, not just some or "i put the IP address of my computer". It is extremely hard to see what error, if any you have made otherwise.
Also did you create a rule for python.exe in any firewall you run or disable it to see if that was an issue?
