I have a tiny (250GB) internal hard drive and the Metadata is taking up a large amount of space. I am wondering the Metadata folder or the whole Plex Media Server data directory can be located on an external drive to free up that space?
It’s possible to use a link, pointing the server data directory to some other place. However it’s not necessarily a good idea if the external drive could be slow to react or disconnect at times.

How would I accomplish this practically? Would I just create an alias of the folder that actually resides on the external drive. Or is there a setting in Plex settings where I define this folder to the external?
IIRC, macOS aliases are another type of link. You’ll need to create a symbolic link.
