I have not heard of any laws against consuming media you have legally purchased from an authorized retailer. Plex does not allow the “sharing” (i.e. copying) of media.
The answer is simple: It depends. Laws vary between countries and even the definitions of “sharing” is often different.
In some countries (like the US) it is not legal to make copies of your media if in making the copy you break the DRM protection of the original source.
Also is some countries “sharing” is considered exactly the same as uploading so if it is not legal to provide a bittorrent source to someone it is also not legal to provide that source for streaming.
However as long as you are not making media generally available and you stick to friends and family you are most probably OK. That is you will not, probably. be prosecuted or otherwise impacted.
Also I think that Plex streaming is encrypted so it is unlikely that anyone can know exactly what is streaming.
I do not share my system but that is not because of legal worries but rather it is because my upload cannot support even one stream of any quality. My download is fine but my upload sucks.
I have never heard of anyone sharing with a few friends and family being sued or warned or anything like that because of content they shared but I have heard of a few using so much upload bandwidth they got warned by their ISP.
Legal issues due to sharing would not be high on my list of concerns if I wanted to setup remote streaming for my family.
