With no one using my Plex Server the Bandwidth Graph is showing this:
Can someone tell me if this is normal and if so what is causing it.

If you are viewing the bandwidth graph, then you are “using” the Plex Server, which uses bandwidth, which shows up on the graph.
Edit: I’m serious. The documentation page addresses this:

… it even includes the bandwidth used to send the data to the web app to display the bandwidth graph …
