Just apt updated in Ubuntu, and got plexmediaserver 1.16.1.1210. Latest version in downloads is listed as 1.15.8.1198. What gives? Is this a valid package? It came right from Plex’s PPA:
That should not be visible in any way. It is Engineering development . It is pre-Alpha test.
Please remove it as it is very unstable and likely to cause problems for you.
Manually download and install until this is cleared up
Plex Web itself is telling me that an update is available in the 1.16 branch, not as new as the one discussed above, but also can’t find any release info on it here:

I have two plex servers on Ubuntu which I updated recently. The one today got 1.16.0.1226 and the one updated a few days ago got 1.16.1.1210. Both are set to the public update channel. Is the 1.16.xxx update live/public now?
The latest public release is 1.16.0.1226.
Version 1.16.1.1210 is a beta version.
The latest beta version is 1.16.1.1273.
I recommend you to uninstall your server with version 1.16.1.1210 and reinstall the latest public version 1.16.0.1226 except you are ok with a beta version on your second server.
