Language Pulldown not populating

I have the same issue. My language pull down box doesn’t populate and I can’t save.
I am running:
PMS 1.13.4.5271-200287a06
OS: Windows 10 Home
OS build: 17134.191
Version: 1803

Can get event logs if you can direct me on how to turn them on or where to access them. Thanks in advance for your help.
