Plex shows the last added movies / TV shows based on scan date I believe. Is it possible show the last added movies / TV shows based on the file date instead?

No. Plex will use the file date only when creating a brand new library since having everything added on the same current date wouldn’t make sense. But after that, it will use the actual date since that is when the file was added.
It’s been my experience when rebuilding my library, that it’s not even using the file date for initial scans. It does seem to use the highest level of folder’s creation date for the order files are scanned in though.
“S” was the first set of folders I made for my library, and invariably, the folders in this get scanned before any of the other folders. “Y” was the last. So if I have to do another rebuild, all of the movies starting with “S” are going to be scanned in first, and my recently added will fill up from there, leaving the “Y” as the most recently added movies.
This is repeatable, at least on my NAS. Happens every time I have had to rebuild it in the past 3 years.
It might be the folder date, I’ll have to recheck.
As for the order of scans, PMS gets a directory listing from your OS to then add to it’s internal database. So if you created these folders in some order and that is what your OS reports, PMS will follow the same order.
