I have 4K from a phone with H264/AVC video and AAC stereo audio. Any idea why this is being transcoded to my LG 2017 OLED C7V tv?

That should direct play on an LG UHD model with a .mp4, .m4v or .mov with either aac or mp3 audio without subtitles. AAC5.1 (6 channel) audio may require transcoding to AAC, subtitles may require transcoding the video. You don’t give enough info to be more specific.
while trying to play your file, in your pms server log, look for lines with MDE:
Plex > settings > console > filter “mde:”
this should give you an idea what is causing plex to transcode.
The LG looks like it only supports VP9 and HEVC for 4K/60 and not H264. I’ve got to do some tests but I think it will play the format as it supports H264/60 in 1080p.
Is there a way of forcing Plex to direct play. This should be an option for anyone who wants to.

Have you tried playing the H.264/60fps file from a directly connected USB drive? If that doesn’t work, then it will need to be transcoded. I have several HEVC/60fps files in 1080p or 2160p that direct play without issue. I have only 2 files that are both H.264/60fps and 2160p, neither of these will direct play in Plex or using DLNA.
Officially the tv does not support 4K/h264 at 60 FPS. I played them on a usb stick and they do play but the tv is clearly struggling with evidence of some screen tearing. The wider support is for 4K/hevc at 60 FPS as you’ve outlined.
These 4K files in h264 came from a oneplus 6. My iPhone does hevc.
I’ll convert them to hevc I think.

OK. I have since turned them into hevc.
They play on my LG TV but buffer a bit. Not as much as before but its still there. I’ve tested various network configurations. The plex server is connected to a gigabit router.
The plex server is a Ryzen 7 3700x (8 core 16 thread) with 16GB memory. The drive the .mkv files sit on is a WD black.
With 5GHz wifi, they buffer alot which doesnt seem right. With gigabit, they still buffer but much less so. Thats 1000 mbps. The plex server says its reserving 183 mbps for the stream.
The TV confirms no transcoding is taking place. The plex app tells me its doing direct play at 4k 83 mbps.
Any ideas?
The TV has only 100Mb Ethernet connection. The 5GHz wireless should have much higher throughput. You should set your wireless to manual for the channel selection, not automatic. Use the first 6 channels , middle 6, or last 6 channels to get the best throughput. The specs for the TV say the maximum is 50Mbps, but that is for any 4K model, not specific to OLED. I can get 120Mbps test files to play with only light buffering for the first few seconds when the screen has a huge number of moving objects on it. Search for “jellyfish sample media”, all the way up to 400Mbps with/without HDR and 10bit, If I use the ethernet connection, I have to stay below 100Mbps. The files have no audio, and Plex doesn’t do HDR/10 bit. You would have to use DLNA. At 83Mbps, it should work on wired ethernet without buffering as well though. You can change the profile PLEX uses (HTML.TV.App.xml) for LG, if you copy it to the correct Profile folder so it won’t be overwritten on the next upgrade. You say it is not transcoding though, so no need for those specific videos.
