Couldn’t find a clear response anywhere, so I’d like to be sure: as a server owner with a lifetime Plex Pass, will my dad still be able to watch the content on my server without having to pay for a remote watch plan?

If you already have a Plex Pass subscription, anyone with whom you share your server can watch remotely (including yourself) with no additional subscription. So a Remote Watch Pass is not needed.
