I would like to have a bandwidth limit option for uploading.
Whenever plex is uploading to someone or cloud sync my internet is unusable!
This is should be very easy to implement.

Assuming you are on Windows check out netlimiter. It will allow you to restrict by process, source, destination, or anything else you might dream up. It also has a scheduler so you could allow fully bandwidth at night when you are sleeping.
