Per-User/Account upload speed limit

I would like the ability to set the upload more/less for certain users.

Mainly, myself. I would like to grant me and the other Plex Home users higher bandwidth and all other users set at a lower bandwidth.

My upload speeds are not super high so I have all users restricted to 720P. Would be nice to allow my account to upload at the native resolution of the media.

So it has been nearly 8 months since “Streaming Brain” debuted with a global per stream quality limit and global total bandwidth limit, but no enhancements have been made in that time. Now that the base features exist, I am sure many of us think it would be nice if per stream limit could be moved in to the users → friends → restrictions panel just the same way library access is.
