I paid for both IOS app and Windows app. These features shouldn’t be hidden from me. If I paid for your app, I’m supposed to be able to see these things. There are features I can understand being part of Plex Pass such as adding users and set what they see or not, but not these things. And when you’re actually purchase things, these kind of features should be made available. You sold me your apps and give me the same features as those who spent nothing at all.
This is why I’m waiting for the day something better than Plex to come along. I believe something will come and do what Plex does and gives us more.
Some of the options will change based on the selections in the Scanner and/or Agent dropdowns.
It’s also possible that the screenshot from the help page was taken in an account with a Plex Pass.
I purchased The IOS app, and Windows app. I got nothing to use them with? That’s thief. I’m not asking for the right to add users to use Plex app and create folders for them. These other features should be visible to those who paid for the apps.
I regret buying those apps. I curse the day I found out about Plex.

Have you set up a Plex server? The screenshots you posted are from the web app, which is used to manage the server. Those options aren’t on any of the client apps. The apps are of no use if you don’t have a Plex Media Server to connect to.

I don’t have access to the iTunes store or the Windows app store, but in the description for the Plex app for Android is the statement below. I’m guessing the same statement is present in all stores:

I have the Plex Server Media Installed

It’s okay on the web.
I never got to clear my caches ever seen I purchased the IOS, and Windows apps because those features are hidden. There are time I keep getting caches is full.
I can’t access the server setting
I haven’t experienced that issue, so I’m not going to be much help. Hopefully a Ninja will step in.

I just turned off Plex from my server, after a while, I reactivated it again. Now I’m about to access my Server setting. I’ll see what I can do now.
