Thus functionality basically already exists. You could create a playlist by adding your desired items to a particular ‘collection’ (can be tedious I know) and shuffle the collection with the recently added play que feature
This sounds a lot like the suggestion to eventually port PseudoTV from XBMC. If you search on it, I think you will find it has the features you seek, though it would require some changes in Plex to get it to happen.
Id like to see something along the lines of what you guys want in the future.
A live channel would be a natural fit for plex in taking over all of my media consumption time.
Here is something that I've really wanted that goes in conjunction with the ultimate channel....
A dynamicly generated bumper feature.
- A time/date/weather display bumper.
- Ability to adjust how frequently to display.
- Use your own background music, or silent.
- Adjustable bumper duration.
- A pictures folder can be used as background images.
In terms of simply a live channel setup here are a few things I'd like to see.
- Multiple "live" channels... Comedy, Movies, Music... Managed like the sections are now.
- Resume playback memory for each channel.
- Ability to request a file be played next on a selcted channel from a connected Plex Remote client.
- A Simplified command set during ultimate tv mode. (I've been tempted to build a plex kbd remote for my setup.)
- UP (Volume Up)
- Down (Volume Down)
- Left (Previous Channel)
- Right (Next Channel)
- Esc (Exit)
- < (Previous Video)
- > (Next Video)
- Space (Play/Pause)
I'm sure there are a million more ways to improve the live channel concept.
I do really hope that this is considered by team plex. It would be a real leap forward.

Literally the only feature we need in order to take it in to our own hands and program something:
Playlist support.
A channel, plugin, or even independent app, could do all the magic behind the scenes to generate a 'live tv' playlist, then the client would simply ask for the playlist.
