Live TV / DVR with Cellular Router

I don’t have all the particulars requested below as far as versions go but I do have a general question.

I am a plex pass member, I have a Plex Server (named calico) setup on my PC at home, an external 16tb drive for storage, and a HD HomeRun duo for OTA channels.

I have a second home where I have setup a second server under the same account with a Nvidia Shield Pro as the Plex Media Server (named Henry), an external 16tb drive, and a HD HomeRun duo for OTA channels.

There are a couple areas I am suspecting that are causing my intermittent connection issues. The main one I suspect is I have cellular internet at this location (no other options). The router is an older Verizon smarthub model (not a hot spot because hotspot limits you to eight wireless connections and zero wired connections). It does not keep non active connections as it is only good for 15GB per/month. The second issue I think is the Shield going to sleep. I have enabled remote access and followed the FAQ sheets for troubleshooting. If I do this and come home it works 1-3 tries then can not connect again. This past time I could even see the live TV channel lineup but couldn’t watch any channels.

My goal was to be able to watch live OTA tv from the second home at my first. I am able to watch everything from home at the second home. It’s not a huge deal but it should be working. I can access other online things (smart plugs, thermostat, cameras) consistently, so I am thinking it’s not the router as much as the shield and or having double server and tuner setups. Should I purchase another plex pass and separate them?
