WOW your nudge led me to some shock here @thechad6 as I am using the 32-bit Plex install and not the 64-bit, which is why I couldn’t find it in the expected location.
Now the question is … can I install 64-bit and have it find the settings of my 32-bit install? Probably not, I am guessing.
C:\Program Files is the default location for 64-bit installations. C:\Program Files (x86) is the default for 32-bit applications.
The 64-bit installer will detect a 32-bit install and remove it first. You should not have to uninstall the 32-bit version first, but it does not hurt to do so.
I have not tested installing Plex 64-bit with an existing Plex installation in a non-default location. If it does not detect the non-default location, manually uninstall Plex, then install the desired version.
Suggest you let Plex Media Server install in the default location (the boot drive, usually c:). The files take up minimal space, ~380MB on my PC. It is anecdotal, but Plex seems to run better when installed in the default location.
FYI: The 32-bit installer is not aware of any 64-bit installations. If moving from 64-bit to 32-bit, you must manually uninstall the 64-bit version first.
Turn MPEG2 on under the video settings inside Plex on the Roku, make sure it’s checkmarked. Then, and only then, will it direct stream MPEG2 video from your tuner. Thus no transcoding and pixelation.
FWIW… I read somewhere, sometime back in the day, that the 32 bit was “more stable”, which is why I’ve stuck with that flavor. Don’t quote me on that, but old habits and all…
32bit is basically an ancient relic now and really shouldn’t be used at all for anything if the situation allows it. Now having Plex jump on that years ago for the Windows build is another story.
This might be the reason then. I think we installed this back in 2018 I dare to say It might have been the only type available then?

WOOHOO… wow, I am beyond impressed here and maybe I overlooked something, but I was indeed able to install 64-bit and it uninstalled 32-bit with ZERO problems. I was able to load up Live TV and can confirm that on 1.29 the pixelation is gone!
So this seems to be a bug in Plex.
Thank you very much to everyone out there for your assistance in tracking this down, along with all the valuable information/context/discussion! It was very helpful and is appreciated.
EDIT: This post is marked as the “solution” to the bug, which is to install 1.29. However, the bug still persists and is being tracked here:
So there were a lot of posts made in troubleshooting and it may have gotten lost, but it didn’t matter if this was checked or not it was pixelated regardless. Now that this seems to be a version bug and not anything to do with my environment (outside of having installed a buggy version) this makes more sense.
Well, the “solution” is to install 1.29 but I do not want that to imply or sound like this is “fixed”… we need to get Plex to fix this, yes? What are next steps to do so?
