I am also able to play Live TV on my Fire TV 1 if I set the Plex server Live TV transcoder Quality to Medium. It does not work on HD channels when set above this. My Fire TV 2 will play Live TV on any transcoder setting.
Are you changing transcoding in the firetv app or in the server configuration? If I change to 3mbs on the firetv I still get the spinning circle and crash.

I’m changing the local video bitrate in the FireTV app.
I had to change it on the server, changing locally did not work for me. I think it may be because I have a HD homerun Extend and changing it locally is not forcing the server to transcode.
I’m using the Hauppauge pci quad tuner in my PMS. Perhaps that’s the difference.
No difference on this particular front with PMS 1.9.6.4385
PMS updated today with Version 1.9.6.4385 and now my Live TV works on my Fire TV Gen1. Not sure what has changed but it’s working.
I’m using an AVerMedia Volar Hybrid Q tuner with a Win10 Core I7 computer for the PMS.

The update to PMS 1.9.6.4385 didn’t do anything for my 1st gen FireTV Live TV issues, but the Plex App update to 6.6.1.2447 sure did! The HD channels are now streaming at max resolution. Woohoo!
With the last updates I have just a different behaviour. But I am still not able to see some channels like BBC for example. Any ideas?
Wow - thanks, Plex guys - it’s working great now on my Gen 1 Fire TV (w/HD Homerun Connect tuner).
I updated to the latest PMS and FireTV app … but little improvement sadly. Now it seems to work for ESPN (monday night football … no problme!) … however for NBC and other channels, nope 
Strangely after the PMS update its showing in the app as stereo sound vs. AC3.
This is super frustrating. Any ideas on working out whats going on?
At the end, I found a solution, because it was not related to Fire Tv (new and old) or any PMS version. I have just uninstalled any driver version from Happauge and player, restated the PC, plugin again the USB device and I let only PMS managing the device.
Everything is working great now.
