As above, I get freezing and pixelation on my Ipad, and both my Apple TVs. It is unwatchable.
The same recordings play fine via PlexWeb.

Just to add… I just tried using Infuse instead on my iPad & Apple TV and it works fine, so it must be a Plex issue

Ultimately, yes and it won’t be addressed by Plex directly. The difference between Plex and Infuse on tvOS/iOS is that Plex uses the native video playback of the client (AppleTV / iWhatever) and Infuse has developed their own playback software for those same platforms.
So, unless you’re using HDHomeRun Extend (which I recommend, btw), your Plex Media Server is having to transcode that video on-the-fly and if it’s not powerful to do so, you get glitchy playback.
Plex will NOT be changing this approach (I’m betting) as it is appears to be a long-term design decision across platforms.
So basically DVR is never going to work on Apple Devices? That seems a little odd, I’ve not seen anything mentioned along those lines before.
Infuse it is then. Hopefully Infuse will add support for live TV, I don’t really want to use 2 clients, hence wanting to move away from Channels and back to Plex.
Argh.
Just to add though, my server hardware is plenty powerful enough for transcoding. It’s a Xeon E3-1256LV2

I know it doesn’t help with your problem…but in my set up I have no issues at all with pixelation on any of my iOS/TVOS devices (iPad/Apple TV 4K etc). My server is very powerful (but you mentioned yours is too). Anyway just posting so that you know it’s not effecting all users the same way.
Also as a final tip, maybe try playback on the Apple TV using Kodi.
Hmm… as I said, Infuse plays the recordings perfectly.
I’ll have to check CPU usage on my server next time I try playing one.

Yes, because as I posted originally, Infuse is a “custom” player and will play directly (without transcoding, etc) just about anything you can throw at it. The Plex client on the AppleTV uses the AppleTV native player which is fairly limited and does not directly support the playback of mpeg2 video which is what TV is broadcast in. So your Plex server has to transcode; the HomeRun Extend will transcoding on the fly which is why I mentioned it in my first post.
Comparing the Plex client playback on AppleTV to Infuse playback is like comparing apples and oranges – as in, there’s no point in comparing them.
