I have to admit I’m pretty excited about trying out Live TV. I’m a little surprised the Windows Plex App lacks support off the start.
Is there an ETA for general availability for this? Although I have a few family members that use my Plex server with Android devices It’s largely useless to me as a feature without Windows support as all my TV’s in the house use the Plex Windows app.

Plex does not give out a timetable of releases.
The best clue (not even really useful) is:
“(Still waiting for Live TV and DVR features for your favorite device? We’re working on updates to our entire line of Plex apps, so hang tight! Roku, Fire TV, and Smart TVs are coming soon.)”
I’m with ya!! All of my devices use the windows app too.

I think you might have read what was written by @rsava incorrectly (added bold for emphasis)…
By the first of Octember all the clients should have Live TV capabilities.
As per usual, Plex does not release timelines and to my knowledge there hasn’t been anything mentioned for when Live TV will be available on all clients.
