Local Access when via another router connected locally

Hello and thanks for your help.

So I have recently started my Plex server and I want to how if Access will work with my setup.

So I use DSL internet so my upload speed is bad so I can’t do remote access.

I have a setup like this
Modem/Router to Router 2(Plex connected here via LAN cable).
Can I get Plex local Access if I connect to modem/router?
