I would like to know how to make it so that in my local network we don’t need to connect with the plex account. But that plex just asks for the user codes. I can’t find it, do you know how to do it?
It can’t do both, if you go complete local then all types of authentication are disabled and anyone on your same network can access Plex directly. The latter (PIN) would require Internet connection, so can’t be local.

YES I would like to use pin but it requires me to log into my plex account
