I’m a Plex customer. I do not have any interest in streaming Plex content. All my files are local.
I should not have constant issues when Plex servers go down. It is beyond foolish that this problem has persisted for as long as it has.
People shouldn’t have to adopt hacky solutions to stop this from happening.
Do a search and you will find the solution. You need to setup the server and client correctly for this to work. I have mine setup and I can access all my content without Internet.

Caveat, must be set up prior to a outage event.
Here’s an existing request which would cover this, with more votes; better to vote over there. A new one of these pops up every time there’s an outage.
I would like to see a local authentication server built into Plex that would perform a couple functions:
Mirrors the functionality of plex.tv for authentication purposes.
Replicates from Plex.tv only the account data needed for our own PMS server (main account and friends).
This service should be locked down so it is not manageable locally, its only source of data should be official replication of applicable accounts from Plex.tv .

This isn’t a solution. It break multi-user support and leaves Plex open on your network.
Unfortunately Plex doesn’t care about the voting system or old feature request threads (that’s a five year old thread). They need the reminder.
