Hello, I installed Plex on a Linux VPS, but when I start the ip address of my server plus the Plex port, I can not load the interface for configuring the data, the first page appears and either loading or trying to locate the server.

You cannot perform the initial setup from a remote computer. You have to access it from the server machine itself.
Since that is not possible with a VPS, you need to create a tunnel.
