I have an older PC I’m using for my Plex server and all my movies are on an external HD through USB 3.0. I have a AMD Phenom II x4 3.2 ghz and 4 gb Ram. Internet is 100/10. My in laws have access to my movies from their house using the Roku. When one of us is watching a movie the other one can’t or there is a lot of buffering and is unwatchable. Is there anything I can adjust in the settings so there is no problem watching 2 movies at once? Is my PC the bottleneck?

The question is not that easy to answer, because there are several deciding factors.
How does a typical movie file look like on your server? Are you using DIVX files or BluRay remuxes or even 4K files?
Please post the Plex XML info of a typical movie.
Are you or your parents using subtitles?
What kind of client are you using?
I would say most my movies are like this one. No subtitles and my client is Cast to a Chromecast while my brother and father in law use a Roku at their house to view my movies.

Do your parents or you actually use those subtitles?
Never. Just added them when I ripped all my Blu Rays just in case.
If the other movie has about the same bitrate (or slightly higher) you may have exceeded the maximum load your cpu can handle.
It only has very short above of 4000 passmark points.
Maybe also a factor: If you have a dust-clogged cpu cooler, the cpu might ‘halt’ itself periodically in order not to overheat.
