After my new MacBook Air died I had to have a new motherboard. I downloaded the Plex server and signed in but my libraries have disappeared! I don’t know if I have to begin all over again.

Do you have a backup of your old install (e.g. Time Machine)?
Unfortunately not. I think Plex was the most populated thing on there in 6 months of using the laptop. Hadn’t got round to setting it up on the time machine.
In that case you’ll indeed have to start from scratch.
The libraries of your Plex Media Server are stored on your machine, so without a backup there’s nothing to restore from.
