Do you have the DLNA server active?
If so, disable it. The Roku has also a generic DLNA client and DLNA doesn’t support any type of user authentication.
DLNA is not active on the server.
I have 11 other remote Roku users outside my LAN, that are asked for a password when trying to enter my main account. This is the only Roku user that is able to turn the Roku completely off, go to PLEX and go directly into the main account without ever being asked for the pin/password.
Unfortunately I don’t know the Roku app, so I can only speak in general terms.
Is it possible, that someone activated in the preferences of the Plex app on the Roku the option “Automatic Logon”?
This stores the last-used logon credentials. If the last user happened to be the admin, then the user doesn’t need to imput his PIN and is automatically logged in as the Admin.
Theoretically you should be able to rectify this by removing the checkbox in the properties of the Plex app on the Roku.
(And here I cannot advise you further where you’ll actually find this option. If you are using the official Plex app and not some hacked age-old version, the option should exist.)
Actually I see this behaviour with many other clients. On first login it automatically logs in to the main user even if it’s pincode protect. You need to sign out of the user (not the account) and than it’s fine.

Is the user a member of your Plex Home?
I suggest you add a pin to your Home account - I do not believe you have one
This happened to mine. I had to manually update the app by forcing roku to update apps under settings --sign out and sign back in. Give it a try. Let me know.
