I have this problem intermittently. I’m on Mavericks, python version 2.7.5. Deleting framework and system bundles do not fix it for me. The only fix I’ve found is a complete uninstall. I use Clean My Mac to get rid of everything. Then on reinstall the stuck on starting problem is gone. It’s not that big a deal. Just a matter of re-adding sections which is a small price to pay for a great program, but I would like to know whats causing it. A resolution and fix would be great.

This is the interesting line in your PMS log:

Do you have your PMS folder on an external disk? If so I guess the disk has not spun up or the network has not been initialized when PMS starts, and this creates some weird scenario. What happens if you have it on the local disk or on a disk which is close to instant in responses?

i’m having the same problem - the Plex Media Server starting is ‘stuck’.
I’ve of course removed the framework and system bundles as explained in this post; but I’m still having the same problem.
After a bit of digging I found this problem occured since a few updates on my mac :
iTunes → version 11.2.1
OSX Update → version 10.9.3
Safari update → 7.0.4
It seems like a strange coindidence that the Plex Media Server stopped starting up right after a reboot after these updates
I’m running PLex Media Server 0.9.9.7.429-f80a8d6 on a Mac Mini running OS X 10.9.3

and ..... did you try Resetting the System and Framework Bundles and still the same?

When uploading logs, please use 'More Reply Options' and Attach Files,
If the problem persists after Resetting the Bundles, In addition to the Plex Media Server.log please also upload the system/framework bundle log file PMS Plugin Logs/com.plexapp.system.log

So I went back to the previous v0.9.9.7, and everything went back to normal. I think I skip the 0.9.9.10.

Here are the log and version information you ask for. Hope it will help.I'm running PMS on a MacMini i5 2.3GHz with OS X 10.8.5.
The server is getting timeouts on its attempts to communicate with the system/framework bundle code com.system.
Examples:
The zipped Plex Media Server logs cover periods 19th June 10:43 to 11:10 and 11:14 to 12:06 whereas the system/framework log file supplied com.plexapp.system.log.1 is the wrong file - it is for 0.9.9.7 covering period 17th June 10:33 to 18th June 19:06.
Do you have the log files (matching set) for the restart of Plex Media Server 0.9.9.10 after deleting the system and framework bundles plugins? Sometimes a reboot or another restart fixes things,.
Im also stuck on start and ive tried removing the necessary files.
I also tried oppening the plex file and from inside just runt the file called media server. There i got an error.

Latest version 0.9.9.14.531-7eef8c6 of Plex installation on my Mac. It is stuck on Starting right after installation. After the first-time start I get:
A problem has been detected with a core component of Plex Media Server.
There are no log files even created by Plex, so I can't upload, unfortunately. Removing the suggested framework and system bundles did not work. Clean removal and reinstallation of Plex did not work also.
Now I am trying to install version 0.9.9.7.429-f80a8d6 ..... and it keeps hanging on first-time startup, but now on the message that I need to wait while Plex is starting .... which is shown for an hour now.
Is there a solution and is there any hope or should I try an alternative like BubbleUPnP?
My system:

Firefox (preferred and used) -> version 31

Pfff ... it was running all the time even though it seemed stuck. But ..... no channels (channellist available) and can't add movie of other libraries. All the dropdown lists are empty.
And again .... the suggestion of removing the two bundles do not work here either.

Problems like this are caused by corrupt bundles after updates/upgrades or some add-on software eg a Proxy software / security control software

You say you have already Reset the System and Framewowkr Bundles and you cannot find any logs .... very strange.. will now need to wait for someone who knows the Mac environment to guide you through

As I have no idea how advanced you are I must ask this: Are you sure you are in the correct Library/Logs? The tilde sign indicate that it is referring to your users own Library folder, not the systemwide Library folder.
So to be absolutely triple sure that you are checking the correct folder, do this:
1. Open up a Finder window.
2. CMD-Shift-G and in that new dialog paste in this exact string:
~/Library/Logs
3. Do you see Plex Media Server.log or any other Plex related log now?
