Would like to see a message board for authorized users where owner can post notes about content, or authorized users can suggest media they would like owner to make available. Would also like to be able to have push messaging system for users to advise them of scheduled server downtimes/ content addition updates

PMS is for you, your media, and to be shared with close friends and family, so simply tell them to call you asking for you to go out and buy the Bluray/DVD they want.
Again, PMS is for friends and family, not to be considered as a production system!
All in all, what you are suggesting, has a use case that leads towards something that would go against the TOS of Plex, so closing this
