Migration to Win 10 met with constant pause

Hello Folks,
I’m really puzzled by this and need some help. First off here is my specs and setup:

PC: I7-4770/32G DDR3/ATI RX580/240G SSD (OS)/60G SSD(Transcode)/3x8TB+2x3TB MergerFS pool
OS Structure: Win 10 Pro Host with Hyper-V Active/VM:OMV 4 (Debian 9) with Samba share for rclone and MergerFS pools shared
Samba share structure:Local storage 3x8TB+2x3TB MergerFS pool (worked fine in Linux setup)/RClone mounts in one folder all via the same account
Outside Factors: AC Network (GWifi)

Current Config: Plex install in default location/HW Accel on/Transcode on 60G SSD
Issue: Continually pauses mid-stream (Direct Play (V&A) or Transcode (V&A -or- V/A). Happens with multiple clients, but always the same server.

Notes: This is not my first Plex install by far, but my first venture into the Windows PMS side of things. I moved to Windows 10 because I wanted to utilize the QSV on my CPU and dedicated GPU for hardware accelerated transcoding. Unfortunately since moving the PMS to Windows 10, I’ve been met with nothing but issues. After a couple of botched installs (Plex server unclaimable, direct access issues, etc.), I decided to clear the registry entry and try again, this time in the default location. This time the install went fine, but while attempting to stream media from my Samba shares (same machine, same network) I get constant pausing after the media has started. Pausing has been verified on Dashboard to be PAUSED not buffering. This issue does not happen on my other servers (both linux-based, both docker (LinuxServer and the PlexInc official). It seems to be Windows centric. Any help would be greatly appreciated! I’m pulling my hair out here!

Log Errors:
ERROR - Error issuing curl_easy_perform(handle): 28
ERROR - SSDP: Error parsing device schema for http://xx.xxx.xx.xxx.:34400/device.xml
ERROR - Unknown metadata type: folder
ERROR - Failed to begin transaction (…\Statistics\StatisticsManager.cpp:248) (tries=2): Cannot begin transaction. database is locked
WARN - Waited one whole second for a busy database.

Rolling back to 2309 is better, but still pauses randomly. Not sure if its something left over in the registry or something else.

Still choppy and pausing even at 2309. Tested same media on my Linux side and no issues at all. What is going on with the windows server?
