Missing artist photos when adding new music, even after Fix Match

I recently finished adding videos and have started an audio library in PMS. It is going pretty well with one exception: Plex don’t have artist images or backgrounds for very common artists, like Bob Dylan or Billy Joel. I’ve check the Match with “Fix Match” and selected the actual Billy Joel:

It pulls up albums just fine, including his albums. Many other artists have pictures.
I’ve followed the recommended Plex file structure.

Thanks Trumpy for the detailed and well thought out response, and for pointing me to mp3Tag! The Billy Joel files were named properly, and I “think” the agents were configured properly, but the files didn’t have the Album Artist tag. They did have the Artist Tag. I added Album Artist, disc number, track number, and did the Plex Dance (!) and Billy’s picture arrived!
