Missing photos from Library

I have my iCloud photos automatically download to my plex server. I have noticed that I am not seeing all of the photos in the library. They are all .heic photos. I see them in the folder when I look on the hard drive, but they don’t show up in the plex library. I have deleted the library and recreated it, I have rescaned it, and I have reindexed it. There is nothing I can see that is unusual (like long file name, etc.).

Its running on a windows 11 computer with Version 1.42.2.10156 (shows up to date)
